Ron Ramirez, President

Neighborhood Services Department

Background:  During my employment I have worked in EAS , as Contracts Administrator and currently working at Neighborhood Services Department as Project Manager for the Community Development Block Grant Program. I also served 10 years on the Arizona Supreme Court Foster Review Board, I am a Valley Leadership and Valle Del Sol Leadership graduate.  I am a Past President of the Phoenix Hispanic Network and served for 2 years.  Served as Vice President & President of my homeowners association. I have 1 year of Law school at the Southern California University for Professional Studies and worked part time as a paralegal for over 22 years. I have a Masters of Business Administration from Western International University and am a certified bilingual mediator.  I have been involved with ASPTEA for over 15 years and currently serve as a President.

Colleen Lockwood,Vice President

Public Work

Background:  I have been an ASPTEA member since I began my employment in June 2000.   I volunteered and served on the Wage and Benefit Survey Committee in 2001 & 2003.  Additionally, I volunteered and served on the By-laws committee in 2005.   I was appointed as a Director for ASPTEA in 2006.  As a director I was responsible for attending New Hire Orientations to develop new membership and attending Retirement Board meetings reporting back to the Board on any activity affecting our membership.  As Vice-President, I chaired the Wage and Benefit Survey Committee in 2007 and the Mike Cusimano Educational Award Committee in 2008.    I have been a member of the City’s Health Care Task Force since 2006.

Organizational Activities:  I organize several ASPTEA social functions including the Annual Picnic, Laughlin trips and other group activities and Co-chair the Memorial and Community Service committees with Treasurer, David Nieto.  I am also very active with employee dispute resolution.

Richard Clewis, Director Chief Representative
Term of office 2010-2011
Planning

Background:  I graduated from the USAF Academy in 1980 and served several years in the Air Force. After the Air Force, I worked in the private sector as a Transportation Engineer, and then the City of Scottsdale . The City of Phoenix hired me in October 1988 as a Transportation Planner on the Transportation Planning and Research Team (City Manager's Office). I continued this role later in the Street Transportation Department. For several years I oversaw planning and development of facilities for the Parks Recreation, and Library Department. I have also served as a Principal Planner in the Planning Department. During my time with Planning I served as a Hearing Officer which helped me prepare for my current position as Chief Representative for ASPTEA.

Organizational Activities:  Professional memberships have included Institute of Transportation Engineers , American Public Works Association, National Recreation and Parks Association, American Planning Association, and American Academy of Certified Public Managers. ASPTEA member for several years, served on Benefits Survey committee a few years ago, have actively recruited other members.

David Nieto Jr, Treasurer

Engineering and Architectural Services Department

Background:  Native Phoenician, married with two children. Associates Degree from Phoenix College 1988, Bachelors of Science Degree from Arizona State University 1991 majoring in Management.  Departments worked in include: Development Services, Water Services, Street Transportation and currently working in Engineering and Architectural Services as a Principal Engineering Technician.

Charlene Limbeck, Secretary

Finance Department

Background:  I have a Bachelor of Science from Arizona State University in Accounting.  I began my career with the City in 1983 as a Tax Auditor Intern.  I was promoted to Tax Auditor in 1984 and Senior Tax Auditor in 1986.  I have resided in Phoenix since January 1969.

Length of time with City: 23 years

Organizational Activities:  I currently am serving as Board Secretary on the ASPTEA Board. For the past several years, I have chaired the Annual Holiday Party and chaired the 1996-1997 Wage and Benefit Survey Committee. I have also served on various ASPTEA committees including the Rule of 80.  I have participated in Wage and Benefit Negotiations, and as a contributor and past editor of the ASPTEA Newsletter. I currently chair the Social Events Committee.

Joe Niles, Director IT

Information Technology Department 

Background:  I have worked with the City since 1989 in the Information Technology Department.  I've worked on various computer systems in the city.  I'm currently working on the EaSt System for Engineering and Architectural Services and Streets.

Organizational Activities: Current Web Master of the ASPTEA web site.  Past Web master of the COMPEA web site.  Current Secretary of Casa Granada town homes. Past President of Casa Granada town homes.

Jason Stokes, Director
Term of office 2009-2010
Police Department

 

Background:  I am a native of Phoenix, Bachelors degree in Police Science and Law Enforcement Administration.  I am currently the Administrative Manager for the Communications Bureau of the Police Department, overseeing 9-1-1 and Dispatch operations for the city and approximately 275 employees.

 

Length of time with City: 18 years

 

Accomplishments: In addition to my full time job, I chair the training committee, holiday committee, serve as the association rep to all committees associated with Police and have put forth a tremendous effort to improve the value of membership by organizing and presenting free and convenient training to the membership on personal safety, identity theft, leadership skills and wellness.  I have represented several members on matters relating to grievances, PMG’s, and discipline.  I have successfully overturned Not Met PMG’s, Civil Service Hearing Officer Findings and won grievances for our members.  I have a proven track record of success.  I strive to represent our membership with professionalism and integrity.  I am committed to the association and proud to represent our members.  I also make a pretty awesome Black & Tan.

Debbie Baker, Director

Engineering Department

Background:  I’ve worked with the City since 1988.  I spent the first 18 years in the Purchasing Division of the Finance Department.  I have a bachelor’s degree in Business Administration from Western Michigan University.

Organizational Activities:  Have served on the ASPTEA 2007 Christmas Party committee, was on the 2004 and 2006 wage and benefits committee, and co-chaired the 2008 educational awards committee.
